Special Central Assistance (SCA) Scheme

The Special Central Assistance (SCA) Scheme addresses critical infrastructure/ developmental gaps in former LWE-affected districts. Since its inception in 2017, around 15,000 projects have been approved, of which approximately 14,000 have been completed. These include critical roads, bridges, school buildings, Anganwadi centres, primary health centres and drinking-water facilities. Under this scheme, the most LWE-affected districts were given Rs.30 crore annually, while districts of concern were provided Rs.10 crore per year. In addition, provisions were also made for special projects. Since 2017, a total of Rs.4318.52 crore (as on August, 2026) has been released to states under the SCA scheme to strengthen essential infrastructure and improve service delivery in these regions, thereby supporting overall development and governance. Presently, the guidelines of this scheme have been modified such that all 38 Legacy & Thrust districts can benefit from this scheme.
