INTRODUCTION

The North Eastern Region (NER) comprises of eight States viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. This region is culturally and ethnically diverse having more than 200 ethnic groups which have distinct languages, dialects and socio-cultural identities. The Region covers 7.97% of the country’s geographical area and 3.78% of its population. It has 5,484 km of international border viz. Bangladesh (1,880 km), Myanmar (1,643 km), China (1,346 km), Bhutan (516 km) and Nepal (99 km). The terrain, the state of socio-economic development and historical factors such as language/ ethnicity, tribal rivalry, migration, control over local resources and long and porous international borders have resulted in a fragile security situation in the North Eastern States. This has resulted in violence, extortion and diverse demands by various Indian Insurgent Groups (IIGs) which maintain safe havens/camps in neighbouring countries. The security situation in NER has improved significantly since 2014. Basic data regarding area and population of NE States is as under –

MANDATE

Ministry of Home Affairs is taking all possible steps to address the genuine demands of various ethnic groups for development and for autonomy in managing their affairs. While the infrastructural developments like road, rail link, power supply, water supply etc. are dealt with by Ministry of Development of North Eastern Region and various other line Ministries, the issues relating to strengthening of security, rehabilitation of people affected by militancy, bringing underground outfits to the main-stream through negotiations etc. are looked after by the North East Division.

“Insurgency free, peaceful and prosperous North East”.

MISSION

The Government is following a multi-pronged policy to deal with insurgent activities in the North Eastern Region which, inter alia, includes (i) a willingness to talk to groups provided they abjure violence, seek resolution of their demands within the frame work of the Indian Constitution and come into the mainstream of society and (ii) sustained counter-insurgency operations against the elements who continue to indulge in violence and anti-national activities. Towards, this end, the Union Government is also supplementing the efforts of the State Governments of North Eastern Region through various measures such as deployment of Central Security Forces to aid the State authorities in counter insurgency operations and providing security for vulnerable institutions and installations based on threat assessments; sharing of intelligence, financial assistance for strengthening of the local Police Force and security agencies under the Police Modernization Scheme, provision of assistance of various aspects of counter insurgency operations by way of reimbursement of Security Related Expenditure, assistance to the States for raising additional Forces in the form of India Reserve Battalions and providing assistance under surrender-cum-rehabilitation policy for surrenderees etc.

IMPORTANT ISSUES HANDLED BY NE DIVISION:

  • Implementation of various Accords/Agreements signed with various groups in NER.
  • Peace talks with various insurgent groups of North Eastern Region.
  • Monitoring of insurgency related activities in the North Eastern States.
  • Administration of Armed Forces (Special Powers) Act, 1958 and implementation of the Unlawful Activities (Prevention) Act, 1967 in NER.
  • Facilitate resolution of inter-state boundary disputes between various North Eastern States.
  • Bilateral Talks on security related issues with Bangladesh and Myanmar.
  • Surrender-cum-Rehabilitation Policy for NE States.
  • Security Related Expenditure (SRE) claims of the North Eastern States.
  • Subsidy for Helicopter Services in the North Eastern States.
  • Resettlement of Bru migrants.
  • Civic Action Programme in NE States.
